PLEASE HELP, Serious Computer Problem?

I have a serious computer problem. I was working on my computer when AVG Free Edition popped up saying "Threat Detected" I clicked heal and it went away. After I got a yellow icon running on a taskbar, it kept showing a balloon saying "your compuert has been intected! Click here to download a spyware remover" I knew it was adware so I downloaded an adware remover. I scanned the computer but it didnt find anything, so when I went to remove the program, I couldnt open control panel. It came up with a message saying. "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator." What do i do?

A Sure Shot and simple way is to detach your hard disc from your PC, take it to some friend's PC. connect it there. Use some Anti- virus program(i recommend Kaspersky Internet security) installed in your friend's computer to check for virus/adware/spyware/etc., on your Hard disc.

If found(definitely it will be found), take proper action on it(i.e. remove or clean or delete or quarantine..)

Now bring the hard disc back to ur home and attatch it to ur PC. Most Probably everything will work well.

Advantage of following this method : to detatch ur HDD and booting from someone else's HDD is the best way of getting rid of viruses..
