Just recently I had to reformat computer because of massive spyware/adware. Since then, every time I try to go to the control panel, a window pops up and says "Restrictions- This operation has been canceled due to restrictions in effect on this computer. Please contact your systems administrator." I then logged in as system admin but still wasn't able to get to the control panel. And there is also a program on my taskbar thats called "Set Program Access and Defaults" but it still says the same thing about the restrictions, even on safe mode. I know it cant be a vius/spyware/adware because I have various ad/virus removers that I run everyday and it is a home computer and I am the System Admin. And I dont think its the third party software because this happened right after i formatted my comp. What do I need to do to take those restrictions off??? OH btw, I'm using XP.

Odds are you have some type of "Suite" running like Mcafee or Norton or something along those lines. Software like these mentioned prevent you from making changes to your computer without logging into the admin account. Do you remember loading up some type of firewall or internet protection software right after the reformat? If so then one of those is the culprit. Once you identify which one it is then you can work on making your changes!
